School districts are subject to the Texas Education Code and Administrative Code. Each district must also adopt, annually, a Student Code of Conduct and Student and Parent Handbook. Each of these are superseded by the TEC when there are discrepancies, or differences, noted.

FDISD also has an athletic and extra-curricular handbook that governs student participation in those activities. Student participation here is a privilege, not a right, and generally is not governed by the TEC. Participation in these extra-curricular activities is also contingent upon a student passing required drug screenings at the beginning of each semester, followed by random screenings during each semester.
